The electronic distributor of South Africa’s social grant payments, Net1 UEPS Technologies, says its chief executive officer Serge Belamant is a “victim” of a fake PhD scandal.

Net1 division Cash Paymaster Services (CPS) won a R10bn grants tender from the South African Social Security Agency (Sassa) in 2012. CPS currently helps Sassa electronically distribute grant payments to over 10 million recipients in South Africa.

For years, Serge Belamant – who has been Net1’s CEO since 2000 and the chairperson of the company’s board since 2003 – has referred to himself as Dr Belamant.

But Net1 said two board members conducted a review into Belamant’s qualifications amid allegations on social media over the validity of the CEO’s “honorary PhD in Information Technology and Management conferred by Burkes University”.

“In light of the review, Belamant and the board have come to the conclusion that it is likely that Belamant was the unfortunate victim of a scam and that the honorary degree was not legitimate,” said the company in its statement.

Net1 said based on its review, “it appears that in early May 2003, Belamant received an email from a person who appeared to be associated with ‘Burkes University’ stating that he had been ‘short-listed by the Honorary Doctorates Committee’ for the conferment of an honorary doctorate degree”.

The company said that after receiving this correspondence, Belamant responded by “asking for details about the selection criteria and process” and he received a response that discussed the criteria, which “appeared to him to be relevant to the awarding of an honorary degree”.

“Belamant provided the information that he was asked to submit, including proof of his memberships of professional societies, his academic records, patents he filed, his nomination for the South African chapter of the World Entrepreneur of the Year award and his work published in information security textbooks,” said the company.

Net1 said the CEO then said he made a donation to “what he believed was a foundation associated with Burkes University” and that on May 23 2003, the honorary degree was awarded to Belamant.

But the company said that “attempts to obtain information about Burkes University revealed that, according to the ‘Higher Education Degree Datacheck’ website, Burkes University is currently referred to as ‘not a valid UK degree awarding body’.”

Burkes University also doesn’t have a website.

Despite the scandal, the Net1 board said it “believes Belamant followed the honorary degree award process in good faith and that at the time, Belamant did not doubt the integrity of the process or the validity of the degree”.

Latest controversy

The fake PhD scandal is the latest controversy to rock Net1, which is listed on the JSE and New York’s Nasdaq.

In 2014 the Constitutional Court ordered Sassa to reissue the tender amid the agency’s “irregular” conduct in awarding the contract to CPS.

Net1 has also come under fire for selling mobile airtime and loans to social grant recipients.

Amid controversies dogging Net1, the company announced last year that it doesn’t plan to reapply for the Sassa tender.

CPS is subsequently expected to hang on to the contract until its expiry in 2017, as Sassa told Fin24 last year that it plans to take over the social grants distribution thereafter.

Niamey - Increasingly targeted by jihadist fighters roaming its remote northern desert, and Nigeria's feared Boko Haram insurgents on its southern flank, Niger fears the emergence of its own brand of home-grown Islamist trouble.

In recent years foreign-funded aid groups and social media have brought ideas peddled by Wahhabism - an ultraconservative form of Islam - to more and more of Niger's 19 million people, one of the planet's poorest nations.

The past decade has seen thousands of mosques built and the number of madrassas, or Qur’anic schools, soar.

Almost every street in poor parts of the capital Niamey has a mosque, with the faithful gathering by the hundreds for prayers. Most women in the west African nation now wear a headscarf.

Niger is 98 percent Muslim, but the vast majority adhere to the Maliki school of Sunni Islam popular across the region that is viewed as more tolerant than Wahhabism - a fundamentalist school of Islam supported by Saudi Arabia and accused of inspiring the Islamic State group.

Even this month's presidential and parliamentary elections were marked by religion, with campaign rallies invariably opening with the Fatiha, a recital of the opening passage of the Koran widely used before public events.

Boubakar Seydou Traore, imam of the Tchangarai district in northern Niamey and general secretary of the Islamic Association of Niger, welcomed the growing place of religion.

“With the new media, television, Internet, radios, we now have access to more information. This has promoted better practises. Women wearing veils, interrupting university courses at times of prayer, this is the emergence of Islam,” Traore said.

“It wasn't like this five years ago,” countered Moulaye Hassane an Islamic studies expert at Niamey's Institute of Research into Human Sciences.

But Hassane said Wahhabism is taking hold mainly in the towns, while Maliki Islam prevails in rural areas.

“The (armed radical) Salafist groups in the desert don't have a direct influence. But the danger for Mali, Mauritania and Niger is that a new form of Islam will surface. It's an internal process.

“The day will come when (some) will want an Islamic republic.”

The Christian minority once lived peacefully alongside Muslims, but in January 2015 anti-Christian riots in Niamey and southeastern Zinder left 10 dead and 50 churches razed in an unprecedented flare-up of religious violence.

The riots were sparked by the publication of a cartoon of the Prophet Mohamed by French satirical weekly Charlie Hebdo, a week after gunmen killed 12 people in a Paris attack against the paper.

Hassane says religious hardliners got a boost in the 1990s.

“Due to bad governance, the World Bank and the International Monetary Fund imposed regulations that forced the state to slash social spending. NGOs (non-governmental organisations) with Wahhabite ideas arrived with funds from Saudi Arabia, Qatar and elsewhere ... They work in the social sector,” he said.

“Students with grants to study in Arab countries too learn Wahhabism. After the elections they'll go into parliament,” he added.

Hassane said politicians were ignoring the problem and said “the state needs to come back, the adminstration needs to be present everywhere.”

With a fast-growing population and a world record fertiliy rate, Niger lacks education facilities, with few girls in class and boys frequently sent to Qur'anic schools.

Interior Minister Hassoumi Massaoudou meanwhile played down the influence of Wahhabism, saying it “only concerns a small part of the population” and that most hardliners come from Mali, Libya and Nigeria.

He did acknowledge however that “there is a fringe that could become radical”and said the administration was closely monitoring the Islamist issue.

Authorities “watch the mosques and the prayers”, Massaoudou said, adding that some preachers have been arrested.

But prominent civil society figure Moussa Tchangari said bad governance and human rights violations were responsible for the growing Islamist influence.

“Wayward politics lay the groundwork for all that. If we fail to establish a democracy, it provides a justification for Islamists who say that democracy is a model imported from the West,” he says.

The regime “wants to eradicate the evil without addressing its causes.”

Biologiese oorlogvoering is niks nuuts nie. Die Tartane het sewe eeue gelede al daarvan gebruik gemaak. Dit verskil van chemiese oorlogvoering waarin giwwe soos chloor, fosgeen, mosterdgas, senugasse en hallusinogene (beswymingsmiddels) 'n groot lewenstol kan eis.

Bioterreur berus op verspreiding van lewende kieme -- of hul spore -- met die doel om noodlottige uitbrekings by teikenpersone of bevolkingsgroepe te begin. Die waarskynlikste is virulente stamme van antraks- en builepesbasille asook die verwekkers van botulisme (senuverlamming) en tularemie (velsere, uitputting, koorsigheid en ylhoofdigheid). Bioterreur is egter selfbeperkend, omdat besmette streke ook vir die vyandiges onveilig word. Word Israel bv. die skyf van Irak sal die Palestyne en aangrensende Arabiese lande dit nie ontkom nie. (Gruinard-eiland, noordwes van Skotland, was ná militêre proewe met antraks vir jare lank onbewoonbaar).

Enkele antraksgevalle het weens hul aak-ligheid 'n onuitwisbare indruk by my gelaat. Die eerste, toe ek nog 'n mediese student was, was 'n abbatoirwerker met `n sogenaamde ``eselkakebeen'' waaruit etter deur verskeie gate gestroom het. Die infeksie is ná weke lange penisillieninspuitings genees, maar die pasiënt is met 'n gruwelik verminkte gesig gelaat.

'n Ander antraksongeval was 'n skaapskeerder. Inwendige absesse het sy derms aan mekaar laat kleef, op sy buikwand uitge-breek en sy lewe beëindig. Toe begryp ek waarom die Hollanders antraks ``miltvuur'' noem.

Die sesde Egiptiese plaag was moontlik antraks: Ex. 9:9 ``...en aan mense en diere swere veroorsaak wat in blare uitbreek''.

Antraks (miltsiekte), 'n hoogs besmetlike plaasdiersiekte verwek deur Bacillus anthracis, is nou seldsaam by mense in beskaafde gemeenskappe. Dit word versprei deur spore wat jare lank in grond en dierlike produkte soos vleis, velle, mis en selfs beenmeel kan oorleef. Boere, slagters en veeartse is meesal die slagoffers.

Oordrag van antraks is veral deur: Gebroke vel ná kontak met besmette produkte, die spysverteringskanaal ná inname van besmette vleis en inaseming van verpoeierde of lugbestuifde antrakskieme. Geen orgaan is van besmetting kwytgeskeld nie.

Velaantasting begin met ligte simptome, amper soos insekbyte, wat binne 'n paar dae in bose, etterende sere verander. Dié sere kan na beenweefsel versprei, byvoorbeeld die maermerrie of enkels.

Maagderminfeksie kan met 'n ``omgekrapte maag'' begin -- mislikheid, braking en/of diarree -- en met etterende sere na die lewer en ander buikorgane versprei. Ingeneemde antraksspore kan ook deur tandkaries of ontsteekte tandvleis die kake binnedring.

'n Kragdadiger stam van die antraksbasil wat paniek in teikengroepe -- selfs die algemene bevolking -- saai, tas die asemhalingsweë aan en veroorsaak akute pneumonie (longontsteking). Antraks is gelukkig nie van persoon tot persoon oordraagbaar nie en kan met verskeie antibiotika voorkom of behandel word, waaronder penisillien, doksisiklien en siprofloksasillien.

Hoewel die onlangs verspreide antraks-kieme die gevoeligste vir laasgenoemde geblyk het, sal dit in die geval van 'n plaaslike uitbreking loon om riglyne vir bevestiging en behandeling van vermoedelike gevalle van die Departement Gesondheid in te win.

Antraks is gou geneesbaar mits behandeling tydig begin word. Meld enige verdagte omstandighede (vreemde posstukke of dierlike produkte) of simptome summier by 'n dokter of staatsgesondheidswerker aan.

Eerste bioterreur 7 eeue gelede

Volgens sommige kon die straf wat die Here aan die Asjodiete uitgedeel het (I. Samuel 5:6) buielepes gewees het: ``Hy het hulle verniel en hulle getref met geswelle . . . ''

Hoewel skrikwekkend, was antraks kinderspeletjies vergeleke met die pes wat in 1347 ná aardbewings en vloede in China uitgebreek en met enorme lewensverlies na Europa versprei het.

Tydens die beleëring van Kaffa op die Krimskiereiland gooi die Tartaanse soldate die liggame van pesslagoffers oor die stads-muur met die opset om inwoners te besmet -- die eerste opgetekende geval van biologiese oorlogvoering.

Die pandemie het van die see af land in versprei so vinnig as rotte kon hardloop, hoewel die verband met rotvlooi-byte nie destyds besef is nie. Die Swart Dood bereik Italië in 1350 en eis die lewens van 'n kwart van die Europese bevolking, twee-derdes van Florence en nege-tiendes van Auvignon.

Die toestande is treffend beskryf: ``Baie stoere manne en skone dames het tuis saam met hul gesinne ontbyt geëet, maar aandete saam met hul voorsate in die hiernamaals.''

Guy de Chauliac, lyfarts van die Pous van Auvignon, het destyds reeds die verskil tussen pneumoniese pes (respiratoriese infeksie) en builepes (limfklierbesmetting) raak opgeteken. Eersgenoemde wek vinnig 'n hoë koors en asemnood. Builepes word deur groot geswolle limfkliere gekenmerk waarvan lieskliere afbreek en uitsweer.

Vure op straat en op die pouslike plein kon nie die siekte bekamp nie. Die lyke van slagoffers het té vinnig opgestapel om begrawe te word en is summier in die Rohanrivier gegooi. De Chauliac het dapper op sy pos gebly. ``Wat myself betref,'' skryf hy, ``Ek durf my nie verskoon nie, hoewel ek voortdurend in vrees leef.'' Hy het pes gekry, dog sy lewe behou. ``Mense word straatsgewys uitgewis.'' skryf Samuel Pepys oor omstandighede in Engeland en daag die noodlot uit. ``Ek het nog nooit so vrolik as in dié pestyd geleef nie.''

Long- en builepes is tans met uitsondering van endemiese streke in Indië, China en Suid-Amerika feitlik uitgewis. Pes kan nou bekamp word met bestryding van knaagdiere en rotvlooie. Menslike slagoffers moet sonder verwyl met 'n antibiotikum behandel word.

On Friday, SU student representative council vice chairperson, James de Villiers, said any “insensitive act of painting oneself should not be acceptable in 2016”. “This ignorant act goes against our values as it further perpetuates the exclusionary institutional culture within this university,” he said. He said “blackfacing” dated back to the days of slavery, where black people were fetishised and treated as animals on stage.

Known examples were Jim Crow, and Zip Coon performed by George Dixon. “These shows were characterisations done by white people, where the expectation was created that if you have a darker skin, no matter what your background, you would conform to various undermining stereotypes.”
