Solidarity, you're doing the whole 'free market trade union' thing wrong.
For once in my life, I feel like the government response is PERFECT. It is not the government's fault that there is a drought. Like other natural events, these things happen, and you can't expect taxpayers to foot the bill, regardless of the apparent 'collective interest'. These farming associations can easily appeal to the public to help them with funds. That has the added benefit of being voluntary.
